Whats the rule on plays at the plate..does the catcher have to have his/her foot on the plate or the mat or both? Some umps say plate, some say the mat and some say both.

Our rules are that the catcher has to have his/her foot on either the plate or the mat.
Also, if the catcher attempts to tag, then the runner is SAFE. This is a safety rule to avoid any injury.
