If 2 runners are occupying the same base, which runner is entitled to it?
The runner who is not entitled to the base would have to be TAGGED out, correct?

The answer to your second question is correct. The person not entitled to the base would have to be tagged out.
The answer to your scenario regarding about two people occupying the same base at the same time. Who is the entitled one? It depends. If the runners are FORCED, then the succeeding runner is entitled to the base. If there is no force, then then preceeding runner is entitled.
I always tell my players as a coach is to tag both players. Somebody has to be out!
