*** BANQUET TICKETS *** --->>> " THE BIG BASH" >>> 2009
Hey ORCRSLers,

As you all know this year's banquet("THE BIG BASH") is being held on Friday, October 23rd @ Le Parc Banquet Hall in Markham. The year-end party is the means by which all the players/teams celebrate another "fun" and successful season. The banquet is a dinner/dance with many prizes to be offered up. Hors d'oeurves are being served as people arrive. The dinner will be a 5 course meal which includes a sweets table and coffee later in the evening. There will be 2 cash bars one on each side of the hall.

The captains have been given their allotment of tickets. For those interested in attending this very "FUN" event and have not been approached yet by their respective captains.....please contact them and let them know you are interested in going. Price of admission this year is $40.00 per person.

We hope to see you all there...joining in on the fun and embracing the spirit of the celebration !!!

Greetings and Salutations all ORCRSLers,

Just taking the opportunity here to remind all players,teams and captains about some playoff rules differences from regular season play.

As our playoff format is "do or die"...all games must have a winner moving on and an eliminated team. Thusly the "International Tie-Breaker Rule" will be in effect for all playoff games. This rule has the next added inning commencing with the "last batter" placed at second base with one out in the inning. Teams must continue playing til a winner is determined, thusly there will be no "drop dead" time. The "no new inning after 90 minutes" rule is also still in effect.

***The IPD(Injured Player Declaration) Rule is NOT in effect for the playoffs. The batter must get to first base on their own accord. A courtesy runner then may be used if a team decides to utilize one of their three courtesy runners..


Also everyone is reminded that there will be zero tolerance toward players criticizing or questioning any and/or all judgement calls made by umpires. Once warnings are issued further infractions will result in game ejections.

All teams must have roster players only in the playoffs. Therefore there is no ability to borrow players anymore and in that extreme case NO players must be used from outside the league as well !!! Any team caught using an illegal player will be automatically disqualified. There will be random checks done to ensure that only official ORCRSL players are in the lineups. NO SUBSTITUTIONS of any kind in the playoffs.



**** ALL captains are urged to collect all banquet ticket monies from those interested in attending the very "FUN" as usual year-end party/banquet. Please know there are only 260 seats available so "first come,first serve" policy in play here !!!

Some minor changes needed to be made to the schedule of ORCRSL Playoff games on Sunday, Sept. 13th.

The Midas Touch vs. Black Eyed Peas game has been changed to 7:30pm @ Headwaters Park.

Please be advised that the tie-breaker criteria was firstly the results from head to head regular season play between any two teams and if still tied the team with the higher run differential(runs for less runs against)from regular season play received the higher seeding. ORCRSL Congratulates its UIC -> "Marshall Lee"
Congratulations !!! - Marshall Lee

Our own umpire-in-chief, Marshall Lee, was one of three umpires selected from the province to officiate at a corporate slo-pitch tournament hosted by the Toronto Blue Jays at the Rogers Centre on August 24. Several members of the Blue Jays organization, including John McDonald, Scott Richmond, Nick Leyva and Dwayne Murphy to name a few, provided batting and fielding clinics to the participants. They then each captained a team and played in this three game round robin event.

Also this year, Marshall officiated at the provinicial qualifiers (fast pitch) for Squirt girls and the provincial finals for Midget girls. He has also been invited to officiate at the provincial slo-pitch finals to be held in London on the weekend of September 11-13.

Congratulations, Marshall! Great year. We're glad to have you on our team.

2009 ORCRSL PLAY-OFFS >>> "DO-OR-DIE" FORMAT
Greetings All ORCRSLers,

Unfortunately and sadly we are nearing the end of the 2009 regular season and many players are now asking when the playoffs will commence and what format it will be this year.

Again as always ALL teams make the play-offs. The format will be "Do-or-Die"....you lose and your season is over. The Play-Offs will commence on Sunday,September 13th and play thru Sunday Sept.20th and end on September 27th where the semi-final and championship games will be played.

An exact schedule cannot be created til after the very end of the season. In order to construct the play-off schedule as rapidly as possible all winning captains are urged to report their scores at the latest by Monday evening after the last regular season's games on August 30th.

The playoff schedule will be both posted on the website and sent via email to all website registered players by the Wednesday after the regular season has ended.

We are very pleased to have TURTLE JACK'S as our new league sponsor and new home for post-game celebration and camaraderie. They were very interested in becoming a part of the league and have kindly offered up all teams "free food platters" for every six players and/or also includes wives/husbands or any other accompanying adults(in that total of the required six people to receive the free platter)that visit after the games.

TURTLE JACK'S address is 11740 Yonge Street(Richmond Hill).It is located on the west side of Yonge St. and north of 19th Ave. and south of Stouffville Rd.

They will be opening their 70 person capacity open patio in the very near future(possibly in the next week or two) which will be an even greater place to go and enjoy yourselves after the games.

OZARK PARK- (on Old Colony Rd.)

ORCRSL HAS GROWN TO 26 TEAMS !!!!! "A" Division - 12 Teams "B" Division - 14 Teams
CAN U BELIEVE IT ONLY 6 WEEKS AWAY FROM THE START OF GAMEPLAY FOR THE 2009 ORCRSL SEASON !!!

The ORCRSL has grown yet again!!! With the addition of eight(8) new teams the ORCRSL is now a 26 team league. The "A" division has a total of 12 teams and the "B" division has increased to a 14 team total.

The ORCRSL regular season will consist of a total of 14 games and a returning "do or die" playoff format commencing in early September.

"LEARN THE RULES" : CASE SCENARIOS AND RULE APPLICATIONS # 50, 51, 52

CASE SCENARIO # 50 :

Runners at first and second base and one out. The batter hits a pitched ball above the infield, and the plate umpire calls and signals an "Infield Fly, the Batter is Out." The shortstop handles the ball and intentionally drops it and then tags the runner from second who has wandered off 2nd base. The umpire calls the batter-runner "safe" and the runner at 2nd base out on the play. Is this the right call

RULE APPLICATION :

The call was wrong. First of all, the "Infield Fly Rule" always supercedes the "Intentionally Dropped Ball" rule. Thusly, on the "Infield Fly" call the batter is automatically "Out". As for the runner on 2nd base, the ump made the correct call because the ball is "live" always on an Infield Fly. Runners may try to advance but risk being put "OUT" by the defence at that point.

CASE SCENARIO # 51 :

The batter hits a deep ball to center field. As he rounds 1st base he misses it. On the way to 2nd base , he is obstructed by the 2nd baseman. In the umpire's judgement, the runner would have had a clean triple. As the runner goes towards 3rd, he trips and breaks his ankle.He scrambles back to 2nd and is called safe. The coach then substitutes the injured runner.The substitute is awarded 3rd base on the obstruction by the 2nd baseman. He takes his place at 3rd base before the next pitch, the defence appeals that the runner missed 1st base. The runner now at 3rd base is called "Out!". Was this the right call

RULE APPLICATION :

Absolutely it was the right call !!! A missed base is a missed base no matter what. The runner is called "Out!" on the missed base appeal by the defence.

CASE SCENARIO # 52 :

Runner at 2nd base and 2 out. Ball is hit to the shortstop, who must go hard to his right to get a glove on the ball. The ball slips free and the runner from 2nd base continues to the plate and arrives after the "Out" call at first. The defence leaves the infield. The first baseman has pulled his foot off 1st and after consultation with the plate umpire, the call is reversed by the base umpire. The batter-runner is now safe at 1st. "LEARN THE RULES" : CASE SCENARIOS AND RULE APPLICATIONS #47,48,49
CASE SCENARIO # 47 :
Runners at 1st and 2nd base. Ball hit to the outfield.Runner at second scores easily on the hit. Runner from first base is between 1st base and 2nd base when the outfielder throws the ball which goes out of play. Runner from first advances to 3rd base but misses 2nd base. The runner then returns to 2nd base to touch the base. The umpire places runners on 2nd and 3rd bases. The defence argues that the runner from first cannot return to 2nd once the ball becomes dead and appeals for an out at 2nd because the runner missed the base. The umpire does not allow the appeal and lets the play stand. Was the denial of the appeal the right or wrong call

RULE APPLICATION :

The ruling here depends on whether the runner reaches the next base advanced after the missed base. If the runner missed second base and legally occupied third base, then on a dead ball play the runner is not permitted to return and touch the missed base. If the runner on the same play does not get to third base, then the runner is entitled to go back to second base. In this case scenario the umpire should have allowed the appeal and called the runner "OUT!".


CASE SCENARIO # 48 :

Batter hits a high pop up towards the pitcher. The pitcher,catcher and 1st baseman congregate to field the ball. The catcher and 1st baseman have a legitimate chance to field the pop up.The batter while running to first base runs into the pitcher. The ball is dropped by the 1st baseman in fair territory and the the batter reaches 1st base safely. The pitcher pleads for an interference call. The umpire rules the batter safe at first. Is this the correct call

RULE APPLICATION :

The call was bang-on right!!!......Although there was interference on the pitcher, the umpire in his judgement felt the pitcher had no legitimate opportunity to field the pop up and was therefore not a part of the defensive play. Runner is SAFE !!!

CASE SCENARIO # 49 :


The batter is out when he hinders the catcher from fielding or throwing the ball by stepping out of the batter's box or intentionally hindering the catcher while standing within the batter's box.This rule also applies to a batter , who does not move out of the batter's box,who interferes with the catcher when he hits the ball and a runner is scoring from 3rd base. True or False

RULE APPLICATION :

True indeed !!! A batter must always ascertain that they are allowing the catcher the full opportunity to make the defensive play.

Runner at first is obstructed by the 1st baseman between 1st and 2nd base. The runner continues to 2nd base where he is tripped by the second baseman. The third baseman having finally received the ball from the outfielder tags the runner out at third base.The umpire calls time and awards the runner home because he believed that the runner would have reached home on the hit. Right or wrong call

RULE APPLICATION :

The umpire made the correct call. If in his judgement he felt the runner would have made it home and scored on the hit,within the umpire's legal empowerment, he was in his right to award the runner home on the multiple obstruction infractions.

CASE SCENARIO # 45 :

The batter is out when he steps back out of the box to gain a running start with a pitch on the way and then returns to the box, making contact with the ball while in the batter's box. True or False

RULE APPLICATION :

It's absolutely true !!! A batter must always have both feet in the batter's box prior to the pitch and in its delivery to the batter.

CASE SCENARIO # 46 :

The batter hits a high pop up towards the pitcher. The batter-runner drops the bat which lands in fair territory. The ball drops in front of the pitcher. The ball backspins into the stationary bat,which is lying in fair territory. Umpire calls "Time!""Block ball" "Batter is out!". Was this the right call

RULE APPLICATION :

Definitely the wrong call !!! The block ball call was incorrect because the batter's bat is considered an official piece of game equipment and therefore provided there was no intention from the batter to interfere with the ball, the runner is safe and the ball remains live in play. However, there is an exception here where the bat was not stationary. If the bat was still in motion, and the ball strikes the bat in fair territory, this is considered having struck the ball twice and the batter is then called "Out!".

In the third inning, the base umpire notices that the first baseman has an earplug in his right ear. When questioned, it becomes obvious that the first baseman has been receiving information from the bench by means of this device. The coach is subsequently ejected and the earplug is removed. Was the umpire right to eject the coach

RULE APPLICATION :

The umpire was correct in his ruling to eject the coach. The use of devices to convey information to players on the field is illegal.

CASE SCENARIO # 42 :[/b

A ball pitched at 18 feet is called illegal by the base umpire. The ball bounces off the backstop and is picked up by the third baseman who tosses it to the pitcher. The offensive coach demands an extra ball be awarded the batter, as the ball didn't go directly back to the pitcher. The plate umpire, in consultation with the base umpire , awards the extra ball to the batter. Were the umpires right or wrong in awarding the extra ball to the batter's count

RULE APPLICATION :

The umpires were wrong to award the extra ball as the ball went directly from the third baseman to the pitcher. Almost all the time the direct throw comes from the catcher, but in this case the ball got by the catcher and caromed off the backstop towards the third baseman who then tossed to the pitcher. The confusion here was that it wasn't the catcher who directly threw the ball back to the pitcher.

CASE SCENARIO # 43 :

Bases loaded,2 out. The batter hits a home run to clear the bases. The catcher picks up the bat and notices that it is a Brand X composite bat. The manager of the defensive team comes out and protests the bat that was just used is illegal as it is not on the ISF list of approved bats. Umpire declares the bat to be illegal because it is not on the ISF list and calls the batter "OUT !" and ejects him from the game. The runners are placed back at their respective bases. Did the ump make the correct call

RULE APPLICATION :

The umpire did everything right except for ejecting the batter from the game as the ball was batted by an illegal bat not an 'altered' one which merits the added ejection from a game. As this is an appeal play , had the coach not appealed before the next legal or illegal pitch, believe it or not the home run would have stood.

The ball is hit to the outfield. The batter-runner is obstructed by the 1st baseman while rounding first base and clearly could have made second base. The left fielder does not field the ball cleanly and the batter-runner proceeds beyond second base. He is tagged going back to second base by the shortstop. The batter-runner is called "OUT!". Was this the right call

RULE APPLICATION :

The call was correct. The runner in the umpire's judgement felt the runner could have only made it to second base if there was no "obstruction" by the 1st baseman. Therefore, the runner proceeded beyond the point of umpire determined non-obstructed advancement and put himself at risk of being put "out".

CASE SCENARIO # 39 :

A fly ball hits the foul pole above the fence level. The ball bounces off the pole towards foul territory and lands beyond the fencing and obviously in foul territory. The umpire must rule it a "home run". Is this right

RULE APPLICATION :

Absolutely the umpire must rule it a "home run" ! Any ball that hits the foul pole above the fence line is considered a "home run". If it hits below the fence line then the ump rules a ground-rule double.

CASE SCENARIO # 40 :

One out. Runners on first and second base. Pitch is thrown and the Plate Umpire calls and signals "illegal pitch". Just before the ball crosses the plate, the runner at first leads off by taking a step off 1st base. The base umpire should signal delayed dead ball and wait til the play stops. Is this right

RULE APPLICATION :

The base umpire actually makes the correct signal at first on the 'illegal pitch' call, but on the lead-off either of the umpires should have called "NO-PITCH!", the play becomes dead, and the runner at first is called "OUT" on the lead-off.

"LEARN THE RULES": CASE SCENARIO AND RULE APPLICATION # 35,36,37
CASE SCENARIO #35 :

Runner at 1st base. Batter hits a fly ball to the left fielder. Runner takes off on the crack of the bat and is going into 2nd base when the ball is caught. Realizing now that he must get to 1st base, he quickly turns around and heads back,at the same time the left fielder's throw to 1st base sails high and goes out of play. The runner stops. The umpire correctly awards the runner to 3rd base on the out of play ball. The runner then cuts across the diamond, from where he is, directly to 3rd. The base umpire ignores the appeal on the runner for not tagging up at first and for not touching 2nd base on the way to third calls the runner safe at third on the award. Did the base umpire make the right call here

RULE APPLICATION :

To start, the umpire's final safe call was wrong. The appeal should not have been ignored. The runner should have been called "OUT" for not touching the bases in order. Even on base awards a runner must always touch the bases in legal order. Also for the tag-up at first, the runner should have been called "out" as he did not go back to touch first base before advancing on the award to 3rd base.


CASE SCENARIO # 36 :

Runner rounds 3rd base heading for home. The 3rd base coach slides down the line instructing the runner to slide at home. The home plate umpire calls the runner 'out" on the ruling that the coach left his coach's box area. Was this the correct ruling

RULE APPLICATION :

The umpire ruled incorrectly because a coach is permitted to leave his box to provide instruction to the runner. However, the coach must be careful not to cause any interference or else he could put his runner in jeopardy of being called "out".

CASE SCENARIO # 37 :

Runners at first and second and one out. The batter hits a line drive to the shortstop who intentionally drops the ball in an attempt to turn the double play. This is not an intentionally dropped ball because it is a line drive. True or False

RULE APPLICATION :

False !!! If in the umpire's judgement he felt the defensive player purposely dropped the ball, then it is still an "intentionally dropped ball". The batter is called "out" and the runners return to their respective bases.

The umpire rules the run scored by the runner from third does not count !!! Is this the correct call

RULE APPLICATION :

The ump's call was dead-on !!! A run may never score when any inning is ended by a "force-play" out.

CASE SCENARIO # 32 :

A legal bat may be angular,metal and three sided !!! True or False

RULE APPLICATION :

It's TRUE !!! This is a legal bat. I have actually seen one but not used in a game !

CASE SCENARIO # 33 :

In a tied game with the bases loaded and 2 out in the bottom of the seventh, the batter has a count of 3 balls and 2 strikes. The pitcher goes into his windup and the ball slips from his hand during the back swing. The plate umpire should rule "illegal pitch ", ball 4 and allow the winning run to score. Is this the right call


RULE APPLICATION :

This is the wrong call !!! In Slo-Pitch, a ball that slips away from the pitcher is ruled a "no-pitch" and the ball is dead. No runners may advance and the batter resumes his at bat with the 3 balls and 2 strikes count.

CASE SCENARIO # 34 :

The batter notices that the opposing pitcher has tape on his index finger and demands that the plate umpire eject him from the game. The umpire counters with the ruling that in Slo-Pitch, the use of tape is permitted. Is this True or False?


RULE APPLICATION :

The answer here is True. The utilization of tape is permitted in Slo-Pitch.

"LEARN THE RULES": CASE SCENARIO AND RULE APPLICATION #27,28,29,30

CASE SCENARIO # 27 :

Runner at second base is trying to score on a base hit. The on deck batter runs in to retrieve the bat, making contact with the catcher who is also trying to clear the bat away from the plate. The catcher is knocked off balance when the throw comes from the outfielder. The catcher misses the ball due to being unbalanced. The runner is safe at the plate. Interference is not called by the Plate Umpire. Is this the correct call

RULE APPLICATION :

The umpire's call was wrong. Interference should have been called on the on-deck batter. The runner closest to home plate should automatically be called "out" as a result of the interference.

CASE SCENARIO # 28 :

The batter hits a triple to the outfield. On the ensuing throw to 3rd, the ball slips from the third baseman and strikes the coach who is in the coach's box. The base umpire should call "Time!" "Dead Ball!" and keep the batter-runner at 3rd base. True or False

RULE APPLICATION :

False !!! The coach is legally entitled to be in his coach's box and did not intentionally interfere with the play. The play should have remained "live".

CASE APPLICATION # 29 :

Runners at first and third base with one out. A very easy soft pop up is allowed to drop in front of the 3rd baseman. On the first bounce the 3rd baseman throws to second, who throws to first for the double play. The plate umpire calls "Time!", rules that the the ball could have been caught; the batter is out; and returns the runners back to 1st and 3rd, with 2 out. Is the ump's call correct

RULE APPLICATION :

False !!! The proper call here was not to call anything and let the play remain live. This was not an "infield fly rule" situation as there were runners on 1st and 3rd only, not 1st and 2nd or 1st, 2nd & 3rd. Also, this was not an intentionally dropped ball as the fielder made no attempt and did not touch the ball at all. This is a legal play. Intentionally touching and dropping the flyball is considered an illegal "Intentionally Dropped Ball". If this was an "INTENTIONALLY DROPPED BALL" situation the umpire's call would have been right.

CASE SCENARIO # 30 :

The pitcher utilizes a windmill motion to release the ball. This is an illegal pitch. True or False

RULE APPLICATION :

FALSE !!! The windmill motion is legal. As long as the motion is continuous, the ball is delivered after the first forward swing of the pitching arm past the hip and as long as the wind-up does not continue after the ball is released.

RULE APPLICATION :

The answer is True. The illegal pitch is a delayed dead ball situation because the batter still has the choice to swing at the ball, at which point a ball may be put into play.


CASE SCENARIO # 23 :

In the top of the third inning ,the clean-up hitter , who has already hit a home run in the game , comes to the plate. The pitcher delivers the first pitch with excessive speed. The plate umpire warns the pitcher about the infraction. The pitcher throws the next pitch even faster. The plate umpire should eject the pitcher immediately. Is ejecting the pitcher the correct measure in this situation

RULE APPLICATION :

In the case where a pitcher is throwing with excessive speed, the umpire shall warn the pitcher, should the pitcher violate this infraction yet again after having been warned, the plate umpire has the authority to "remove" the pitcher from the game. However, the pitcher is not ejected from the game and may continue to play in the game, just not as a pitcher.


CASE SCENARIO # 24 :

Runner at 2nd base leaves before the pitched ball crosses the plate. The umpire indicates a delayed dead ball. Is this right

RULE APPLICATION :

The delayed ball indication made by the plate umpire was wrong. In this scenario the umpire calls "No Pitch"(dead ball), and calls the runner at second base out for leaving the base before the pitch reached home plate.

CASE SCENARIO #25 :

Only the plate umpire shall have the power to make decisions on violations committed or required ejections during the playing time of a game. True or False


RULE APPLICATION :

FALSE !!! Both umpires have the powers to make decisions on violations committed and required ejections. However, only the plate umpire has the authority to make decisions on any situations not specifically covered in the rules.


CASE SCENARIO # 26 :

The "batting out of order" appeal play may only be made by a manager,coach or captain of the defensive team. True or False


RULE APPLICATION :

False !!! Any player on the defensive may make this appeal. Just remember though, the defensive player must be in fair territory for the umpire to accept the appeal.

"LEARN THE RULES": CASE SCENARIO AND RULE APPLICATION # 18,19,20,21
CASE SCENARIO # 18 :

A batter may switch from one box to the other while the pitch is in the air. True or False


RULE APPLICATION :

This is False !!! A batter shall never step directly across in front of the catcher to the other box from the time the pitcher takes his/her signal til the ball becomes dead. If the batter switches boxes illegally, the ball is dead, the batter is "OUT", and runners may not advance.


CASE SCENARIO # 19 :

The left fielder makes a great catch on a long fly ball. The offensive coach appeals that the left fielder's glove is illegal and wants the batter to bat again. The plate umpire has the glove removed, and awards the batter first base. Is the umpire's award the correct ruling


RULE APPLICATION :

The umpire's ruling was incorrect. Removing the glove from the game was a proper measure, however awarding first base was a phantom and subsequently erroneous ruling !!! In the case of a successful "illegal glove" appeal, the manager/coach of the offended team shall have the option of either taking the result of the play or having the entire play nullified, with runners returning to the last base held at the time of the pitch. The batter shall assume the ball and strike count prior to the pitch.

NOTE : Gloves may be worn by any player,but mitts may be used only by the catcher and first baseman. Multi-coloured gloves are acceptable for all players. Gloves with white or gray circles on the outside giving the appearance of a ball are illegal for all players. No top lacing or webbing on any glove or mitt shall ever be more than 12.7 cm or 5 inches in length.


CASE SCENARIO # 20 :

On a batter-runner's potential double, the shortstop's tag at the base is late and the ball comes flying out of his glove and rolls into his dugout. The plate umpire awards the batter-runner home on the play. Is this the correct ruling


RULE APPLICATION :

The umpire's ruling was WRONG !!! Here is the rule that applies ; - When a fielder loses possession of the ball, such as an attempted tag, and the ball enters the dead ball area(dugout or past the fence line) or becomes blocked, all runners are awarded one base from the last base touched at the time the ball entered the the dead ball area or became blocked.

NOTE : A "blocked ball" is a batted or thrown ball that is touched, stopped or handled by a person not engaged in the game, or touches any object which is not part of the the official equipment or official playing area.

CASE SCENARIO # 21 :

When obstruction (defensive player impedes the progress of a runner or batter-runner) occurs the umpire should call "time" to protect the runners from being called out. Is this right

RULE APPLICATION :

WRONG !!! The play remains live on any obstruction committed against any runner. The umpire at the time of the deemed obstruction should signal delayed dead ball. Once the play becomes dead(after the umpire calls "time") the umpire shall then enforce his ruling and grant base awards if necessary , according to his judgement.

"LEARN THE RULES": CASE SCENARIO AND RULE APPLICATION # 14,15,16,17
CASE SCENARIO # 14 :

Runners at 2nd and 3rd base with one out. A deep long flyball is hit to the warning track in centerfield and caught by the fielder. Runner at second tags up but the runer at third does not. Both runners score on the play. The defence appeals the missed tag-up for the runner at third base. The umpire calls the third base runner "Out" on the appeal and allows the run from the runner at second base to count. Is this correct


RULE APPLICATION :

This is absolutely the wrong call by the umpire !!! The run does "not" count. Failure of a preceeding runner to touch a base or to leave a base legally on a caught fly ball, and who is declared out, does not affect the status of a succeeding runner who touches bases in proper order.
*** However, if the failure to touch a base in regular order or to leave a base legally on a caught fly ball is the third out of the inning, no succeeding runner may score a run.


CASE SCENARIO # 15 :

Runners on first and second and one out. The batter hits a stand-up triple. Runners at 1st and 2nd score. The pitcher appeals that the batter used an altered bat. The umpire checks the bat and finds that the pitcher was indeed correct in his claim. The umpire allows the runs to score and then calls the batter "out" without further penalty. Did the umpire make the right call here


RULE APPLICATION :

The umpire should be raked over hot coals for that awfully blown call. Firstly, the runs definitely do "not" count. Secondly, a batter discovered to have used an "altered" bat is not only called "OUT" by the umpire but also "ejected" from the game. In the case where there are runners on base, they are not permitted to advance on any result whether it was a walk or a hit or a caught fly ball. They must return to their bases.

*** NOTE : In the case of the successful "illegal bat" appeal , all results remain the same except that the batter is not ejected from the game. Remember that all appeals must be announced before the next legal or illegal pitch is made to the following batter.


CASE SCENARIO # 16 :

If a player does not hear an "illegal pitch" call, the call is negated. True or False

RULE APPLICATION :

False. The "illegal pitch" stands as called. However, the plate umpire should make the call loud enough so that both the batter and catcher can hear it. If the base umpire calls the "illegal pitch" then it should be loud enough that the nearest fielder could hear his call.


CASE SCENARIO # 17 :

Bases are loaded. The ball is pitched and hits the ground one foot before the plate, the ball then bounces up two feet and the batter powerfully bats it out of the park for a "grand slam homerun". The umpire signals a homerun. Is this the right call

RULE APPLICATION :

The umpire's call is incorrect. Once any pitched ball hits the ground,homeplate or a strike mat it becomes a dead ball situation(no runners may advance) and in this scenario a "ball" is called by the umpire.

"LEARN THE RULES": CASE SCENARIO AND RULE APPLICATION # 11,12,13
CASE SCENARIO #11 :

A make-up game is played at a new diamond. There is a large tree limb overhanging the left field fence in fair territory. The batter-runner hits a long fly ball that lodges in the overhanging tree. Because the "special ground rules" were agreed upon by both teams, the umpire rules a ground rule double. Is this a legal scenario


RULE APPLICATION :

Yes indeed, this scenario is legal. The umpire does have the authorization to make decisions in situations where the rules do not cover "special circumstances" such as the overhanging tree. As long as both teams agree with the formulated "special ground rules", the game can then be started and legally played out.


CASE SCENARIO # 12 :

The condition of the diamond shall be determined by a league official or the tournament convenor, in consultation with the umpire. Is this right


RULE APPLICATION :

This is absolutely incorrect !!! The fitness of the ground and/or diamond for a game shall be decided "solely" by the Plate Umpire.


CASE SCENARIO # 13 :

After a rain delay, the umpire informs the teams it is time to resume the game. One team wants to stall, waiting for its players to return. After the plate umpire calls "PLAY BALL", the offending team takes 1 minute and 30 seconds to resume play. The plate umpire forfeits the game to the non-offending team. Did the umpire make the right ruling in forfeiting the game



RULE APPLICATION :

The umpire does have the right to forfeit a game to a non-offending team if the time restriction to resume play is violated. However,after a "suspension of play" a team has two(2) minutes to resume play. Therefore, in this case scenario the plate umpire was "WRONG" to have forfeited the game to the non-offending team as there was no violation on the part of the opposing team.

NOTE : Protests shall never be received or considered if they are solely based on a decision involving the accuracy of the judgement on the part of the umpire, or if the team lodging the protest won the game (one exception only here is in the case where a game/team is effected by "run differential criteria").

Here are some examples of judgement calls made by umpires that shall never be protested :

a)fair or foul balls
b)safes and outs
c)balls and strikes
d)legal or illegal pitches
e)whether a runner did or did not touch a base
f)if a runner left base too soon on a caught fly ball
g)if a fly ball was or was not caught legally

l)whether there is sufficient light to continue play
m)any other matter involving only the accuracy of the umpire's judgement

PROTESTS THAT SHALL BE RECEIVED AND CONSIDERED CONCERN MATTERS OF THE FOLLOWING TYPES :
a)Misinterpretation of a playing rule
b)Failure of an umpire to apply the correct rule to a given situation
c)Failure to impose the correct penalty for a given violation

**** Remember the manager or acting manager of the protesting team shall immediately notify the Plate Umpire that the game is being continued under protest. The plate umpire shall in turn then notify the opposing manager and official scorekeeper. Also, the official written protest must be filed within 48 hours for it to be received by the league unless specific pre-existing league rules deem otherwise. In the case with ORCRSL , all umpire decisions are "FINAL". No protests are accepted, however team managers are permitted to convey their concerns/issues with the League Direcor - Angelo Mollo.

"LEARN THE RULES": CASE SCENARIO AND RULE APPLICATION # 8,9 & 10
CASE SCENARIO # 8 :

It is legal for the batter to run up into the batter's box from behind the box and hit the ball as long as he/she is in the box when the contact is made. Is this true or false


RULES APPLICATION :

This is absolutely "false". A batter must have both feet completely within the batter's box prior to the start of the pitch. The batter may touch the lines but no part of his/her foot may be outside the lines prior to the pitch. Also , a batter shall not step directly across in front of the catcher to the other batter's box while the pitcher is taking the signal from the pitching plate and prior to the release of the ball. The effect here is the ball is dead, the batter is "out", and runners may not advance. Please note also that a batter must take his position within ten(10) seconds after the umpire has called "Play Ball". The penalty for not entering the batter's box within this 10 second rule is the umpire will call a "strike". No pitch has to be thrown. The ball is dead.


CASE SCENARIO # 9 :

During the top of the 2nd inning, it is discovered that 2nd base is located in the wrong place. The umpire should get the home team to go out and change the position of 2nd base before continuing the game. Is this right for the umpire to immediately request the proper placement of the base

RULE APPLICATION :

The umpire was wrong to order the relocation of 2nd base. Since the inning had commenced both visiting and home teams must have to play out and complete the full inning with the dispositioned base. After the inning is completed only then the base may be placed to its proper place on the diamond. In "fairness" to both teams they must always play on even playing field.


CASE SCENARIO # 10 :

If a player wearing jewellry refuses to remove it when asked by the umpire, he/she is ejected from the game. True or False

RULE APPLICATION :


False !!! If a player is requested by the umpire to remove jewellry,illegal shoes or illegal parts of the uniform and they refuse, the player will be removed from the game and ruled ineligible. This is not considered an "ejection" as no harmfully infracting verbal or physical act was committed.

"LEARN THE RULES": CASE SCENARIO AND RULE APPLICATION #5,6,7
CASE SCENARIO #5 :

There is a count of 2 balls and 2 strikes on the batter. The pitcher throws a high inside pitch. The umpire judges the ball to be over a height of 12 feet and calls "illegal pitch". The batter swings at the pitch anyway, misses the ball but it then hits him in the shoulder. The umpire rules ball 3 on the batter because it hit him. Is this ruling correct???

RULE APPLICATION :

The ruling here by the umpire was wrong. The batter decided to swing at the ball(even through the illegal pitch call) and missed, a strike occurs before the ball hits the batter. The umpire should have called strike 3 and batter "out". Also, if a batter gets hit by a pitch in slo-pitch there is no "walk" awarded. This only applies to Fast Pitch and Baseball.


CASE SCENARIO #6 :

The batter swings and misses at a low outside pitch. During the swing her foot is completely on the plate. The plate umpire rules the batter out. Is this the correct ruling

RULE APPLICATION :
The umpire's ruling was definitely incorrect. Since the batter did not make contact with the ball the proper ruling was to just call a "strike". Thusly, had the batter made contact with the ball while stepping on the plate the ruling would have been correct.


CASE SCENARIO #7 :
The ball slips from the the pitcher's hand during the wind-up. A "ball" is called by the umpire. Is this the right call

RULE APPLICATION :

The umpire's call is incorrect. In slo-pitch a ball dropped during the wind-up is declared a no-pitch and the play remains dead. No runners may advance. The batter's count stays as it was before the no-pitch.

Some other notable pitching regulations :

1)The wind-up must be a continuous motion.
2)There must be no stop or reversal while in forward motion.
3)The ball must be delivered toward homeplate on the first forward swing of the pitching arm past the hip.
4)The pitcher may "not" continue to wind-up after he releases the ball.
5)A pitcher has 20 seconds to release his next pitch. If the pitcher takes too long the umpire will award a "ball" to the batter.
6)An illegal pitch shall be declared when the pitcher attempts a quick return of the ball before the batter has taken his position or is off balance as a result of a previous pitch. Play remains dead and a "ball"
is awarded to the batter whether the pitch was released or not. Runners do not advance. ***If the batter swings through this particular "illegal pitch" call and hits the ball, the play is live. As well,if the batter swings and misses, a strike is called by the umpire and the infraction is negated.
7) A legal delivery is one in which the ball is delivered to the batter with an underhand motion only.

"LEARN THE RULES": CASE SCENARIO AND RULE APPLICATION #4
CASE SCENARIO #4 :

It is getting late in the evening and the visiting team (currently losing) slows the game down by making unnecessary changes, calling numerous time-outs and taking their time with everything. The umpire in his opinion feels the visitors are deliberately stalling the game, as a result the umpire issues a strict warning but the stalling tactics continue after this warning. Due to the continued stalling, the umpire stops the game and forfeits a win to the home team. Is it in the umpire's power to award the home team the victory

RULES APPLICATION :

If a team, "after a warning by the umpire", continues to employ tactics purposely designed to delay or hasten the game, the umpire has the right to forfeit the game to the nonoffending team.


Here are some more cases where an umpire may declare a forfeit :

1) If a team fails to appear on the field or,being on the field, refuses to begin a game for which it is scheduled or assigned at the time scheduled or within a time for forfeitures by the organization of which the team is a member.

2) If, after the game has begun, one side refuses to continue play unless the game has been suspended or terminated by the umpire.

3) If, after play has been suspended by the umpire, one side fails to resume playing within 2 minutes after the umpire has called "Play Ball".

4) If, after warning by the umpire, any one of the rules of the game is willfully violated.

5) If the order for the removal or ejection of a player or any person authorized to sit on the team bench is not obeyed within one minute.

6) If, because of the removal or ejection of a player(s) from the game by the umpire or any other cause, there are less than the official mininmum requirement of players as per the organization's rules, the game shall be forfeited to the nonoffending team.

7) If, any umpire is attacked physically by any team member or spectator.

"LEARN THE RULES" : CASE SCENARIO AND RULE APPLICATION # 3
CASE SCENARIO #3 :

The batter-runner beats the throw to 1st base. The throw gets by the first baseman and the batter-runner makes a definite motion to make the defence think that he may go to second base. The pitcher who is backing up the play tags the batter-runner who has returned to first and is standing on the orange base. The umpire calls the batter-runner "OUT!".....Is the umpire's call correct


RULE APPLICATION :

Absolutely the umpire's call was correct. After a batter-runner runs through the orange portion of the doublebase as effected by a play being made there and then shows definite motion to try and get to 2nd base on the ball that got by the 1st baseman, the batter-runner then must return to the white portion of the doublebase. Once the batter-runner shows motion to go beyond 1st base he is now at risk of being put "out" by a fielder and must return to the white portion only as the orange portion of the doublebase is no longer in play and is considered in foul territory.

*** Here are a few other rules for baserunners to know :

(1) A runner is "OUT"...when in running to any base, he/she runs more than 1 meter(3 feet) outside the established base path in regular or reverse direction(i.e. returning to a base) to avoid being touched by the ball in the hand of a fielder(or by the fielder's glove with the ball in it and in controlled possession).

(2) A runner is "OUT"...when the runner fails to return to touch the base he/she previously occupied when play is resumed after suspension of play.

(3) A runner is "OUT"...when a runner physically passes a preceding runner before that runner has been put out.

(4) A runner is "OUT" ...when a runner is struck with a fair batted ball while off base and before it passes an infielder excluding the pitcher unless, in the umpire's judgement, no fielder had an opportunity to make an out.

(5) A runner is "OUT"...when a runner intentionally kicks a fair ball which an infielder has missed.

(6) A runner is "OUT"...when he/she abandons a base, does not attempt to advance to the next base, and enters the team area or leaves the field of play. The runner shall be declared out immediately when he/she enters the team area or leaves the field of play.

"LEARN THE RULES": CASE SCENARIO AND RULE APPLICATION #2
CASE SCENARIO #2 :

Runner on first base and one out. The batter hits a long flyball to centre field. Runner at first tags and proceeds to 2nd base. When the play has finished the umpire calls "Time".The defence then appeals that the runner at first base tagged up from the orange base only. The umpire agrees and calls the runner out on the appeal. Is the umpire's call correct ?

RULE APPLICATION :

Any runner who positions himself behind and not in contact with the base in order to get a running start on any fly ball is called "OUT" by the umpire. The orange base is considered in foul territory with the white portion of the double base understood as the legal base for the runner at first. As well, the balls remains alive and in play.

*** Another rule reminder here, in order for an appeal to be accepted and heard by an umpire, the defensive player must be in fair territory. If the appealing player is in foul territory, the appeal will be ignored by the umpire !!!...An exception can be made here by the umpire if an appeal is made by the backcatcher as his position falls naturally in foul territory.

*** A secondary reminder here , when an appeal play is made on a runner who was legal and on a base but leaves the base before a flyball is touched by the fielder. In a "live ball" appeal, the ball must be returned to a fielder and legally held on the base or a fielder must tag the runner before he returns to his base. In a "dead ball " appeal, the procedure can be the same as noted OR any defensive player in the infield can verbally appeal(with or without the ball)to the umpire. NOTE: The same procedure applies to a "MISSED BASE" appeal. Further note, that once a succeeding player has legally occupied the base which is in appeal on a proceeding runner, that proceeding runner is not permitted to go back and "tag up".

*** Here is an actual rule most will never see called by an umpire in their ballplaying career, mostly because its based on an action a runner would almost never committ....When a runner purposely runs the bases in reverse order to confuse the defense, he is called "OUT" by the UMPIRE and ejected from the game for making a "TRAVESTY OF THE GAME ".

"LEARN THE RULES" : CASE SCENARIO AND RULE APPLICATION #1
CASE SCENARIO # 1 :

The batter hits a foul ball directly back to the catcher. The ball is over the batter's head. The umpire calls the batter out. The batter argues that since he is only five feet six inches tall and the ball did not go over six feet it should only be a strike. Is the umpire's call right


RULE APPLICATION :

The rule here is that any ball that is foul-tipped over any batter's head and is caught is an OUT call. Therefore in this scenario the umpire's call was right.

"LEARN THE RULES" : CASE SCENARIOS AND RULE APPLICATIONS
Hello out there all you Slo-Pitch Fans and those who wish they were !!!

As we all know the game of Slo-Pitch Softball has a vast multitude of rules that govern the game. It is very important to know the rules for two main reasons :

(1) COMPREHENSION of the rules leads to better subconscious play on the diamond. As well, knowing the rules lends to sharper defensive reactions and reads of plays. On offense, knowledge of rules permits one to learn the awards of bases given on all defensive infractions. Also this knowlegde will limit your risks of being put out on certain plays.
(2) KNOWLEDGE of the rules will also reduce the amount of questions/criticisms fielded toward the Umpires. Knowing the rules/awards that may be applied to any given scenarios may actually help lead your team to sweet victory. Knowledge is the ultimate power.... "not the HomeRun hitters".

Therefore, here thru the website we will be implementing a new program to teach the rules of Slo-Pitch softball (ORCRSL uses SPN/SPO Rules) to all our players/participants. By way of weekly news articles we will be utilizing a CASE SCENARIO & RULE APPLICATION format to allow for a clearer understanding of the rules and the logic behind them.

KNOWLEGE OF THE RULES is also paramount to restricting and limiting conflict/confusion which leads to a "MAXIMIZED FUN EXPERIENCE". With "FUN" of course always being priorty # 1.

PLEASE,PLEASE,PLEASE, take a serious interest in wanting to learn the rules, it will make you a more confident player, a better teammate and a more "umpire friendly" slo-pitcher.
